Reland "Add a "noncoherent" layout qualifier to PLS" This is a reland of commit ef9c5ce43110f4f8ba56124bdee927944ce3ddd1 with an invalid assert removed. Original change's description: > Add a "noncoherent" layout qualifier to PLS > > Raster ordering can be expensive.
