    Add env var/property control of API dump layer

Layer is now included with all debug/assert builds or when
specified through GN arg.

VK_VULKAN_API_DUMP_LAYER on desktop, or for android set
debug.angle.enable_vulkan_api_dump_layer to 1.

Also included some renaming since layers other than
validation are supported.
