Vulkan: Implement EGL_KHR_partial_update This change provides a trivial implementation of partial update that does nothing, making apps that want this extension happy. A possible efficient Vulkan implementation would use the damage set to narrow down render area, but it appears to only be useful for only some TBDR hardware.
