Vulkan:Pass through min/max program texel offset The Vulkan min/maxTexelGatherOffset VkPhysicalDeviceLimits correspond to OpenGL's GL_MIN/MAX_PROGRAM_TEXTURE_GATHER_OFFSET params. Pass them directly through.
