Vulkan: Rearrange GraphicsPipelineDesc to reduce footprint Bits for VK_EXT_extended_dynamic_state2 are moved to the end of the desc. Some bits are also rearranged and some paddings removed for a total of 4 bytes of reduction in desc size.
