    Message : Fix ASSERT macro generating extra code in MSVC. Even on the highest optimization level MSVC was still generating extra code in Release for ASSERT macros. This realigns the code more with Chromium by using a streaming eating macro with the expression at the end. Now no code should be generating. I believe this did not affect Clang builds.
