  CL/Vulkan: Implement cl_khr_priority_hints
  
  cl::CommandQueue contains queue priority from
  clCreateCommandQueueWithProperties.
  Similar to EGL_IMG_context_priority, a queue with a pre-assigned
  priority is selected when submission.
