tests: Move wglWindow to a guard statement WGL tests are currently disabled. Refactor the check to be a guard statement earlier in ANGLETestBase::ANGLETestSetUp(), so it bails out sooner. This also allows for pulling everything in the else-block out, reducing indentation and improving readability.
