Workaround for the ETC2 transcoding bug on some AMD GPUs. We now perform alpha encoding first, in 8-bit alpha mode. While this should not make any difference from a logic perspective, it does fix a bug on certain AMD GPUs. See b/300672851 for details. Tested on a Radeon RX 560X Series GPU, which current drivers.
