D3D11: Consolidate Query allocation. This compiles the resource refactor for D3D11. The only remaining non-smart handles are for things like SwapChains and ID3D11Blob. This might be more easily managed by using angle::ComPtr or similar smart pointers instead of the Resource Manager class.
