  Metal: Refactor texelFetch[Offset] and textureSize wrappers
  
  * Removed variadic macros from texelFetch[Offset]
    and textureSize function wrappers.
  
  * Updated emitter to not output unused variants.
  
  * Aligned parameter types with GLSL and MSL specs.
