Vulkan: Generalize FlipRotationSpecConst to SpecializationConstant Specialization constant are used not just for flip/rotation. It also used for other things. This CL merges all specialization constant usage (lineRasterEmulation, flip, rotation, halfRenderArea) into one class and rename FlipRotationSpecConst to SpecConst.
