Add EGL extension to create window with a swap interval set. On Vulkan this allows creating a window once without needing to recreate the swapChain after we specify the swap interval. Also adds a simple regression test and EGL enum assertion printing formatting. Overview This extension allows the user to create a surface with a specified swap interval, instead of first creating the surface then using eglSwapInterval to change the default. New Types None New Procedures and Functions None New Tokens Accepted as an attribute name in the <*attrib_list> argument to eglCreateWindowSurface: EGL_SWAP_INTERVAL_ANGLE 0x322F Additions to the EGL 1.5 Specification Append to section 3.5.1 "Creating On-Screen Rendering Surfaces" EGL_SWAP_INTERVAL_ANGLE specifies the initial swap interval used when that will elapse before a buffer swap takes place.
