  CL: Remove logic restricting CL version of passthrough backend
  
  When the passthrough backend is enabled, the OpenCL version
  would be  manually set to <= 1.2, causing issues for
  workloads that specify the version number.
  This change enables OpenCL versions > 1.2 during passthrough.
