depcomp: style changes to Portland Group Compilers support * lib/depcomp (pgcc): Quote 'like this', not `like this'. Other minor quoting improvements. Remove a commented-out command. In comments, use proper capitalization and punctuation. Make a more consistent use of whitespace.
