maintcheck: look for TAP-based tests without TAP plan * Makefile.am (sc_tests_tap_plan): New maintainer check. (syntax_check_rules): Add it. * tests/suffix10.tap: Declare a TAP plan. * tests/add-missing.tap: Likewise.
