(handle_dist): Handle non-GNU tar. Don't define TAR.
(initialize_global_constants): Added `dist-bzip2' entry.
(handle_options): Recognize dist-bzip2 option.
(handle_dist): Likewise.
* configure: Rebuilt.
* configure.in: Don't check for tar.
* m4/init.m4 (AM_INIT_AUTOMAKE): Check for `tar'. Substitute
AMTARFLAGS.
