  wchar-single: a new module to enable optimizations in wchar replacements
  
  * lib/mbrtowc.c (mbrtowc): Only check locale_charset() once if
  GNULIB_WCHAR_SINGLE is enabled.
  * lib/wcwidth.c (wcwidth): Likewise.
