* modules/c-strcasecmp: New file.

* modules/c-strcase: Merely depend on c-strcasecmp, c-strncasecmp.
* lib/strings.in.h (strcasecmp, strncasecmp): Update warning message.
* tests/test-c-strcasecmp.sh: New file, based on
tests/test-c-strcase.sh.
