enhanced the parsing of XML_SCHEMAS_DECIMAL and much of the routine * xmlschemastypes.c: enhanced the parsing of XML_SCHEMAS_DECIMAL and much of the routine xmlSchemaCompareDecimals. The changes were necessary to fix a problem reported on the mailing list by John Hockaday.
