enhanced macros to avoid breaking ABI from previous versions. modified to * genChRanges.py, chvalid.c, include/libxml/chvalid.h, include/libxml/parserInternals.h: enhanced macros to avoid breaking ABI from previous versions. * catalog.c, parser.c, tree.c: modified to use IS_* macros defined in parserInternals.h.
