test: skip dns_initialize_nameservers if missing /etc/resolv.conf some build systems run tests in minimal containers with no resolv.conf, and the primary thing this test does is load the default /etc/resolv.conf

1. BUILDING AND INSTALLATION
Autoconf

CMake (Windows)
Install CMake: https://www.cmake.org

Package Managers
You can download and install libevent using the vcpkg dependency manager:
git clone https://github.com/Microsoft/vcpkg.git cd vcpkg ./bootstrap-vcpkg.sh ./vcpkg integrate install ./vcpkg install libeventThe libevent port in vcpkg is kept up to date by Microsoft team members and community contributors. If the version is out of date, please create an issue or pull request on the vcpkg repository.
