    Create public filter object and use it

This creates include/sys/filter.h with a basic definition of a
git_filter and then converts the internal code to use it.  There
are related internal objects (git_filter_list) that we will want
to publish at some point, but this is a first step.

    For information on the Clar testing framework and a detailed introduction please visit:

    • Write your modules and tests. Use good, meaningful names.

    • Make sure you actually build the tests by setting: 

        cmake -DBUILD_CLAR=ON build/

    • Test: 

        ./build/libgit2_clar

    • Make sure everything is fine.

    • Send your pull request. That’s it.
