    Add efficient git_buf join3 API

There are a few places where we need to join three strings to
assemble a path.  This adds a simple join3 function to avoid the
comparatively expensive join_n (which calls strlen on each string
twice).

    • Write your modules and tests. Use good, meaningful names.

    • Make sure you actually build the tests by setting: 

        cmake -DBUILD_CLAR=ON build/

    • Test: 

        ./build/libgit2_clar

    • Make sure everything is fine.

    • Send your pull request. That’s it.
