    cmake: Add USE_HTTPS as a CMake option

It defaults to ON, e.g. "pick whatever default is appropriate for the platform".
It accepts one of SecureTransport, OpenSSL, WinHTTP, or OFF.
It errors if the backend library couldn't be found.

    • Write your modules and tests. Use good, meaningful names.

    • Make sure you actually build the tests by setting: 

        cmake -DBUILD_CLAR=ON build/

    • Test: 

        ./build/libgit2_clar

    • Make sure everything is fine.

    • Send your pull request. That’s it.
