    Fix clar generated code to compile on MINGW32

MINGW32 does not define _mktemp_s, so we can just use _mktemp instead. See
the non-compressed/non-base64-encoded version of the patch here:

    • Write your modules and tests. Use good, meaningful names.

    • Make sure you actually build the tests by setting: 

        cmake -DBUILD_CLAR=ON build/

    • Test: 

        ./build/libgit2_clar

    • Make sure everything is fine.

    • Send your pull request. That’s it.
