    win32: enable `p_utimes` for readonly files

Instead of failing to set the timestamp of a read-only file (like any
object file), set it writable temporarily to update the timestamp.

    • Make sure you actually build the tests by setting: 

        cmake -DBUILD_CLAR=ON build/

    • Test: 

        ./build/libgit2_clar

    • Make sure everything is fine.

    • Send your pull request. That’s it.
