    submodule: test more accurately for non-existence

The current code will always fail, but only because it's asking for a
string on a live config. Take a snapshot and make sure we fail with
ENOTFOUND instead of any old error.

    • Write your modules and tests. Use good, meaningful names.

    • Make sure you actually build the tests by setting: 

        cmake -DBUILD_CLAR=ON build/

    • Test: 

        ./build/libgit2_clar

    • Make sure everything is fine.

    • Send your pull request. That’s it.
